Can the all terrorists on earth planet be united and allowed to put their memorandom to the remaining world ?

Just I have seen Dr. Abdul Kalam's question regarding terrorism on the earth planet. From there I have got a question that whether the first of all the terrorists on earth planet can be united for putting their common memorrandum to the remaining world ,there by suggesting that how they (terrorists) can help to create a peace on the planet?
