Whats wrong with my holly carburetor?

that is the bowl vent. if fuel is coming up though that i see one of two things possible. needle and seat are mis-adjusted or bad, fuel pump is overpowering the needle and seat embly ( mine uses a 5- 8 psi pump with out a problem.) return line could also have a problem.
