Why do they give you the calories of unpopped popcorn?

If you look at the side of a box of popcorn they give you the calories for 2 tsp of unpopped corn (90 calories) and then right next to it it gues you the calories for a cup of popped corn (20). Why is that? Who eats unpopped popcorn?
